Co-author of first ever think-tank paper on Social Impact Bonds

As a Programme Leader on public services and social investment at the Young Foundation (a think-tank on social innovation), Neil led the work to develop the new form of financing and commissioning for public services known as Social Impact Bonds. He was co-author, with Sir Geoff Mulgan, of a pathbreaking paper that led thinking on its concepts, advantages, and disadvantages.
